 A confrontational approach to crises is not enough / The necessity of creating an independent ministry for unified national crisis management

The Head of the Traffic Police of the country, at a one-day seminar on innovative approaches to risk management in accidents and disasters and the unveiling of the comprehensive risk management document in the health system, stated: Focusing solely on 'confrontation' after an incident is inefficient, and fundamental steps must be taken toward prevention and crisis management.

According to a report from Web Day University’s correspondent, Sardar (General) Teymour Hosseini, head of the traffic police, at the ceremony for unveiling the comprehensive document on risk management of accidents and disasters in the health system, said: In crises we have a confrontational view; we should pursue the flaws of this approach in the realm of “understanding and belief.”

He called for a paradigm shift toward systemic prevention, professional equipment, and most importantly, the creation of a single, independent structure with the proposal to establish a new ministry for comprehensive risk management in the country. He added: In crisis management, we should not let our perspective be limited to the confrontation approach; we should not wait for an accident or disaster to occur and then manage the crisis.

Sardar Hosseini also emphasized the importance of assessing skills and how organizations present themselves when missions are entrusted, and said: In crisis management, professional equipment and a structured, systematic approach should be employed.

Necessity of a single, cross-sectoral structure

The Head of the Traffic Police continued to reference structural challenges, noting: Crisis management, in terms of organizational charts, involves many diverse sectors, and within this multi-sectoral domain, a comprehensive, unified approach and a single perspective should be formed.

Sardar Hosseini emphasized: The more professional our structural view, the more suitable our equipment, and the more unified our approach to crisis management, the lower the costs will be for us.

Community-Centered Management and Proposal to Form a Ministry

He, citing studies conducted following the Varzaghan earthquake, various floods, and other crises in the country, stated: In crisis management, not everyone should enter the scene simultaneously and incoherently; rather, entry should be measured and proportionate to the issue so that the crisis is not transferred to the country’s upper structures.

Sardar Hosseini also described the most well-known crisis management model as “community-centered crisis management” and expressed hope that people’s sense of responsibility moves toward this approach.

He concluded: The crisis is a fundamental issue in the country, and for unified management, a new ministry that the country needs should be defined so that in facing natural hazards and crises we have pre-crisis preventive planning, and in confronting non-natural crises we do not respond reactively and emotionally, but rather witness cost and casualty reduction in the country with a structured and independent system.
