Confronting Corruption Is a Prerequisite for Intelligent Risk Management in the Country
Faculty members of the Health in Emergencies and Disasters Research Center, in a specialized meeting, while critiquing supervisory challenges in the construction industry, identified confronting corruption as the most fundamental obstacle to risk management and emphasized the necessity of transitioning from formal approaches to intelligent supervision, the active intervention of the government in supporting safe construction, and the promotion of public risk literacy as the main pillars of societal resilience.
According to the university's web correspondent, specialists from the University of Social Welfare and Rehabilitation Sciences, in a meeting centered on examining the threats arising from natural and man-made hazards, explained operational solutions for intelligent risk management and reducing the vulnerability of the country's infrastructure.
Corruption: The Achilles' Heel of Risk Management
Dr. Hamidreza Khankeh, Director of the Health in Emergencies and Disasters Research Center, referring to the deep link between corruption and disaster risk, stated: Corruption is the most fundamental obstacle to risk management, and to exit the current situation, governance must move from formal supervision toward intelligent supervision.
He considered his four-stage model based on updating standards, precise supervision, and establishing a system of reward and punishment for law-abiding builders and violators to be the only practical solution for enhancing the quality of the construction industry, and added: Macro policies must change course from advising the people toward supporting safe construction.
Dr. Khankeh also emphasized the necessity of revising crisis management diplomacy and focusing on regional agreements, and noted: Iran, with 53 known hazards, needs to change its perspective from fatalism to scientific management; something that is realized through public participation, raising awareness among families, and education from schools to higher levels.
Public Demanding; A Right to Safety
Dr. Farrokhi, another specialist present at this meeting, criticizing the supervisory gaps in the construction industry, warned against the phenomenon of formal supervision. Emphasizing the need for the public to demand the right to safety, he added: Non-principled construction on fault lines and flood channels and entrusting crisis management to non-specialists are a serious threat to societal resilience; therefore, risk management must be founded on scientific and executive professionalism.
Strengthening Transparency: A Prerequisite for Safe Governance
Dr. Shojaafard, a faculty member of this center, also stated: The country's resilience requires moving from theoretical awareness to operational action, and public trust and transparency in governance are prerequisites for the effectiveness of any crisis-management intervention. He emphasized formulating interventions based on scientific evidence, including clarifying the government's legal responsibilities and strengthening the family's role as the fundamental unit of resilience.
Prevention in the Development of New Cities
Dr. Babak Farzinnia also emphasized the necessity of revising urban planning regulations and said: Given the exorbitant costs of reconstructing or modifying structures in metropolises such as Tehran, safety standards must be taken into account preventively in the process of establishing new cities. He also emphasized the importance of teaching risk reduction concepts from preschool levels to higher education levels.
The Necessity of Convergence in Crisis Management
At the conclusion of this meeting, the faculty members emphasized the necessity of investing in risk reduction, strengthening governance and legal frameworks, empowering local communities, developing multi-hazard approaches, and utilizing data and technology as the main requirements for enhancing risk management in the country.
