The Deputy Minister of Research and Technology at the Ministry of Health and Medical Education stressed the correct approach to scientometrics and the need to avoid evaluating individuals with fixed parameters at a conference of heads of departments and scientometric experts from medical universities nationwide.
According to the university’s Web News Desk, Dr. Shahin Akhundzadeh, Deputy Minister of Research and Technology at the Ministry of Health, Treatment, and Medical Education, spoke at the conference held by the University of Social Welfare and Rehabilitation Sciences on Shahrivar 12, to elevate scientific production and empower experts in this field. He stated that scientometrics is a guiding light that has been established in the ministry since 2014, and universities function as a managerial dashboard to monitor the capacity of universities and research centers.
He added that the primary mission of scientometrics is education, and there are numerous indicators in the scientometrics system. With a wide array of indicators, we can make better-informed decisions with full transparency. We should not rely on a fixed set of indicators, and our perspective on scientometrics must change; individuals should not be evaluated using fixed parameters.
Dr. Akhundzadeh emphasized that scientometrics is a key parameter in the Deputy for Research and Technology at the Ministry of Health and Medical Education. He noted that the scientometrics system and its indicators serve as a valuable annual-performance guide for the university chancellor, department heads, and vice chancellors, and as a useful reference for evaluating performance. He expressed hope that the upcoming twentieth Conference of Heads of Departments and Scientometrics Experts at Medical Universities nationwide, held to elevate scientific production and empower experts in this field, will yield better guides for monitoring and evaluating members of the academic staff.
He also drew attention to certain limitations of the scientometrics system, such as access to electronic resources, and called for a comprehensive effort to address these issues. He referenced the 12-day war waged against the country’s knowledge community and the martyrdom of several scientists as a reminder that national scientific capacity is vulnerable, and that limitations on faculty members’ participation in scholarly travel and non-scientific restrictions on article publication reflect an ongoing “war of the foe with science.” With the new academic year approaching, he underscored the importance of relying on research and scientifically productive outputs to inspire hope and vitality in the country’s medical universities.
