Dr. Maliheh Arshi, a faculty member at the University of Social Welfare and Rehabilitation Sciences, stated: The coordination of social services is one of the fundamental responsibilities of social workers in the process of supporting victims. This role reduces individual confusion by integrating the service delivery pathway and facilitates access to effective and equitable support.

According to a report by the Webda University reporter, Dr. Maliheh Arshi, a faculty member of the Social Work Department at the University of Social Welfare and Rehabilitation Sciences, said: During events such as war or natural disasters, social workers act not only as helpers but as primary coordinators to establish security and social justice.

In explaining the position of the social work profession during crises, she described it as a helping profession that holds a fundamental duty in crisis management, the promotion of social justice, and the empowerment of individuals, groups, and local communities.

Dr. Arshi noted: Crisis conditions, due to increased tension and anxiety and a diminished sense of control, can lead to a loss of individual agency. Therefore, restoring a sense of power to individuals is one of the most important goals of social work interventions.

Referring to the sensitivity of conditions such as war, she added: Social workers consider war to be one of the most vulnerable circumstances. In these periods, although helping professions address psychological and social issues, the primary challenge lies in the provision of multiple, diverse, and sometimes uncoordinated and overlapping services by various organizations and spontaneous groups.

Identifying this gap, the social work specialist identified Case Management as the primary solution, asserting: Case management ensures that services are not provided in a scattered manner, but rather defines a clear and purposeful process for receiving aid. This integration reduces the confusion of victims and restores their sense of certainty and security by creating a clear pathway.

The faculty member also emphasized that social workers must pay special attention to high-risk groups, including children and individuals with special needs. She listed the roles of advocacy, facilitation, support, and demand-making (claim-making) as key responsibilities of the profession in the pursuit of social justice.

She concluded by noting that although social workers receive rigorous training in support and empathy, their most important professional responsibility in aiding victims is to act as integrators and coordinators between service providers and recipients to achieve justice.
